Fall short of or fall short on

Is there a difference between "to fall short OF something" and "to fall short ON something"?

If so, when should I use each of them?

Would you please give me a few examples?

Also, should I say, "I'm short ON cash today" or "I'm short OF cash today"?

Thank you
