Looks like or seems like

If they are both correct, is there a difference in meaning between the following two sentences?

1) It SEEMS LIKE it's going to rain.

2) It LOOKS LIKE it's going to rain.

It can seem like it's going to rain but not look like it. Sometimes looks like and seems like are used interchangeably but they don't have to be and often aren't.
