Which of the following statements is correct?

1) Football is a simple game. Twenty-two men chase a ball for 90 minutes and AT THE END, the Germans always win.

2) Football is a simple game. Twenty-two men chase a ball for 90 minutes and IN THE END, the Germans always win.

"In the end" is most common, but they mean about the same thing, so generally you could use either.

However, in this particular context, "at the end" sounds awkward and is probably incorrect. "At the end" is a particular moment in time (after a 90 minute game) so "always" doesn't really fit. "In the end" is a more general phrase.
