if a pipeline has been manufactured correctly,coated correctly stored correctly,been installed correctly been commissioned correctly and had cathode protection on it to an acceptable extent then hwy would any one want to undertake a costly inspection straight away?

There may be an overiding suspicion that the paperwork does not reflect reality.
Spanish paperword is one of the reasons that the Spanish Armada was defeated--shortages in supply were not nearly as career-defeating as optomistic paperwork was career supporting.
Sometimes things go wrong, even though all the proper precautions have been taken. Overall inspection, if worth doing, typically costs 1% or more of the total cost. Neil
