My laptop is not behaving, refusing to print documents, etc.
I've been told by an online scanner that I have been hacked. They then referred me to a "level 6 IP programmer".
Have I been scammed? Who do you trust?

Not sure what your problem is. Have you tried running the restore routine yourself? If you don't have any important files, you can do the factory reset which should wipe out all the virus as well as all your stored files. There are Youtube videos on how to do this.
