The chapter states vs The author states

When writing an educational essay, it is okay to say "the chapter states" or is it always better/correct to say "the author states".

I'd definitely go with the second option. "In chapter nine, the author states..."

The reason being that a chapter or a book is not the doing the speaking, the author is. Though we will now and again see examples of the first, the second is more correct.
