Bleach Question!!!! Splat Developer with L'Oréal Quick Blue???

Hello!!
I am bleaching my hair at home, have been for a long time now... and am just wondering v if it would be safe/alright/effective to use Splat's bottle of developer - that comes in the box of Splat hair bleach - with L'Oréal's Quick Blue Powder Bleach????? And would it turn out as nice and white blonde as it usually does????? Thanks in advance for any help with my question!!! :-)

Oh yes - just confirming that Splats developer IS indeed 30 volume......?? I'm sure it is but not 100%
