Packers/Titans Game 11-13-16

Aaron Rodgers was running with the ball and scored a touchdown in the 4th quarter. A Titan came in and hit him in the end zone and it was called a personal foul, late hit. Why? Wasn't Rodgers considered a runner, and you can tackle a runner? Also, any other time a player runs into the end zone for a touchdown and is tackled, they never call that a late hit or a personal foul. Why this time?

i didn't see it, but my guess is they called a late hit bcos Rodgers had already scored a TD...
