Time put back on play clock

Say there is 18 seconds on the play clock. Offense calls a pass play and it is incomplete running the play clock down to 9 seconds. However the defense has 12 men on the field and it is a 5 yard penalty on the defense. Does time go back on the play clock to 18 seconds.

I'm an apprentice on NFL. But I think time should be put back on the clock. Otherwise the defense could run out the clock by having 12 on the field again. Or again if necessary.

If the defending team is leading by 4 points, say, and the snap is in FG range, that's what they would do. I think.

The basic point is to prevent advantage from a foul.
