It means "I challenge you" (to do something). There is no automatic assumption that the speaker believes the hearer lacks the courage necessary to do whatever they are being challenged to do.

It simply means the speaker is challenging the listener. Depending on the situation, it can also mean that the speaker is threatening the listener to not to do something.
