LOS ANGELES, California (Reuters) -- "Silly string," a colorful aerosol foam that children spray on each other, is not so silly after all, at least not in Los Angeles.

The city council gave preliminary approval Tuesday to an ordinance that would ban the use of the string-like plastic derivative in Hollywood on Halloween because of environmental and security concerns.

Liberal use of the stringy foam by Halloween revelers had sparked fights in years past on Hollywood Boulevard, officials said.

"People get a little crazed at the end of the evening and they shoot the spray into each other's faces," said Jane Galbraith, spokeswoman for ban sponsor Councilman Tom LaBonge.

Merchants complained it was hard to clean up, while environmentalists charged that it harmed marine life when it drained from the streets into the ocean because it was not biodegradable.

"It's not silly at all," LaBonge told reporters.

The council voted 10-0 in favor of the ban and must approve the ordinance one more time for it to become law.

Galbraith said silly string offenders would face fines between $200 and $1,000.

erm just one thing while your about...
i noticed that in your sig it says 3pm est and 10am gmt shouldnt it be 8pm gmt?
or is est european standard time?
cos if its eastern standard time(US) then is gmt -5 hrs?
ie u gotta add 5 hs not take em away...

Keeping in mind that the posting times you see are not necessarily those of eastern standard time (mine always shows an hour earlier), i do believe Col is correct that about the five hour time difference. You folks need to slow down . . . five hour, my word . . .

yeah Smile and sometimes this site shows me the time in gmt and othertimes it shows me the time in -7gmt....

I'm baffled.

If it's 12 midday in Britain, under BST (British summer time)

Then isn't it 5 am on the West Coast?

The 3 pm figure was given by Ehbeth, so that means that we're... damn... at 8 pm, right?

hey speaking of technical things
i installed a firewall and other security features after the shannanigans that went on the other night and omg in the last 36 hours ive had 12,000 yes thats 12,000 intrusions of which 415 were almost certainly hackers trying to gain acces to my pc..oh god i knew something was going on..im so glad what happened happened...
i really recommend a firewall to everyone....hint hint Wink

Beth is in Ontario, which does recognize daylight savings time, so yes, the difference is always five hours, no matter what the hamsters say.

O, those freaks Sad... it turns out that they're teaming up with the vitriolic lesbians against me. Maybe some of these intrusions were made by them?

well i noticed a couple of them came from spain
it kind of adds up in one way...
anyway they are blocked out..
now i got a tracing program so ill find em eventually and when i do... ill have words with my friends in blue...and then these mothers wont be stalking no one no more....
