SEATTLE, July 10— The hottest-selling shirt at the Young Republican national convention here depicts a smiling Richard M. Nixon. ''He's Tan, Rested and Ready,'' the shirt reads. ''Nixon in '88.'' The nearly 800 delegates who have gathered here for a three-day convention that started Thursday have hardly begun a Nixon Presidential drive. But many of the youthful Republicans make it plain that they were looking to the past with considerable wistfulness and facing the future with some uneasiness.
