A war veteran who refused to pay his council tax handed in the outstanding balance in pennies from a wheelbarrow.

Fred Estall, 81, supported by the IsItFair? Campaign took the remaining £132.50 he owes to Eastleigh Borough Council offices in Hampshire, put it on the counter and left.

He had been forced to finally pay up after the council threatened to send the bailiffs in.
