Would this Hair Dye be visible on this Hair Colour?

I want to dye my highlights indigo blue, but I will need to bleach it first. As I have currently dyed black hair, I was wondering what shade of blonde would be good enough for the indigo blue to show up. I don't want to bleach my hair 3 times, so I was wondering if it will work out on bleached hair like this (the light parts):
