Country structure hierarchy

The over all idea

I'm currently working on a project which i need to create hierarchies within countries which orders all the smaller towns under a district, i'm struggling to find out what it's called. I have looked up districts for a country then i only get one or two districts and the rest fall under a municipality and main cities fall under there own municipality.

An Example:

South Africa <---- country
=Western Cape <---- province
==Cape Town <---- main city
===Brackenfell <---- neighborhood of main city
==Some Town <---- outlying town

Now i know that the "Some Town" falls under a district "Some district" which there are other towns that fall under that same district, "Some town" also falls under it's own municipality. so how can i make sense of this, is there no standard for hierarchy?

More in detail of what i need to do
The project i'm working on is a review website, it's country wide (we want to expand world wide later)
The problem i'm facing is with url's and the hierarchy, here is an example:
in my url i have a country
/Country
then i have a city or main area (district) which a city or multiple smaller town fall under
/Country/City (or district)

and my problem is with the last one, how do i determine the district or area that smaller towns fall under?
