My parents and i just took in two old cockatiels. One of them is a really mean and moody male that loves to bite. and the other is a real sweet calm loving female. We were thinking about breeding them but we don't know if there to old. or even if bird can get to that stage in life where there to old. if any one has any answers please give me some advise.

I would never hook up a mean, noody male with a docile and friendly female even in the human world. Though I am pretty sure that birds do not have an age limitation on reproducing, I am sure that like their human counterparts they are not as interested in it as they were when they were young.
