The phrase is sometimes used pretty much the same as "all except."
All but the strongest will suffer.
Another possibility is "as good as" or "can almost be considered to be."
My team is all but defeated. (The game is almost over and there's very little chance that we'll win.)
The cake is all but done. (The cake is very nearly ready.)
