It basically means "the same as."

example:

I'd rather see a basketball game than a football game, as would my wife.

I'd is a contraction of "I would"

"as would my wife" means you could substitute the words "my wife" for "I" in the sentence, and treat it as though it read:

My wife would rather see a basketball game than a football game.

The original sentence could just as well have said:

My wife would rather see a basketball game than a football game, as would I.

More generally, "as" can be used as an adverb meaning "to the same degree, amount, or extent; similarly; equally":

My sister would say "No", as would I.
Jim has a Ford car, as does Bill.
He will go to bed late, as will she.
My son is left-handed, as am I.

Might be worth mentioning also, that it's an inversion of usual word order.

"..as would I" is normally rendered as "as I would", this form being used to emphasise the pronoun, or noun, putting it at the end.

John likes to be tickled, as does Jane.
Peter would prefer to be on holiday, as would I.
