Probably. Would need some context. It could possibly mean happiness but that would be more a friend conversation. People often chatter about the weather when they first meet someone when they cant think of something better to chatter about.
"we could do with some sunshine, couldn't we? " If the sentence is related to weather at all, and it sounds like it is, it should mean that it is presently cloudy or rainy, and we would rather have sunshine. No irony in there at all.
