This has been spotted in the North-Eastern part of India near Bangladesh border. Can anybody help me identify this structure?

I see why this hasn't gotten any comments.
Personally, I'm stumped.
Looks like some kind of stalagmite tree sap / amber.
Quite a phenomenon. ¯\(°_o)/¯
