Identification of 2 inch bee upstate NY

i saw a massive bee today while outside. I have never seen anything of its size after attempting to id it through the internet i failed. the bee was approximately 2 inches long larger than any bee I have seen locally. its head had a rusty, fuzzy appearance, the tail end was without visible hair and had black bands with yellow base. it was inspecting the flowers on a climbing hydranga(spelling). what was it

Did you take a photograph? BTW this might be a wasp or a hornet, and not a bee at all.

Bald Faced Hornets are about the biggest "bees" in this area. Did it look anything like these?
