Grammar/syntax in New York Times piece

New York Times, Sunday Review, "Bye-Bye, Baby", April 6, 2014

The following sentence in the article "Sub-Saharan Africa also makes up a substantial portion of countries with estimated fertility rates between three and four: Notable exceptions include Iraq, Jordan, the Philippines and Guatemala. ... "
Due to the use of colon, this sentence reads to me that Iraq, Jordan, the Philippines and Guatemala in Sub-Saharan Africa, which is incorrect. I wrote in. NYT disagrees with my reading. Would like to know how you read it.
