When referencing a place in the country Laos. Is it Lao or Laos? For example the Lao Economic Zone or is it the Laos Economic Zone?

Is there a grammatical rule to define this situation?

The word Lao is an adjective that could describe the ethnic group of people of Laos...or also it could be used to describe the language. Likewise, the adjective Laotian also is used,.

The word Laos is a proper noun...the name of the country.

According to Wikipedia, that committee is called: Lao National Committee for Special Economic Zone http://www.sncsez.gov.la/index.php/en/
