They are most likely playing 'War Pigs', a very popular tune amongst tuba players, although I'm not certain that's a tuba...perhaps a flugelhorn with a gland problem...

Very clever PD. When he left the Replacements Westerberg really matured into a great composer. His 2 songs on the Singles soundtrack are my favorites
