I read that between 1992 and 2008 the non-white percentage of the U.S. electorate doubled.

I am aware of immigration but would cause such a dramatic change?

Where did you read that?

Why not ask the journalist "(what) ", the journalist probably meant voters, not the electorate and that the proportion of ['non-white'] Americans who vote increased.
