What is wrong with those people? It's absolutely inhumane to not give anyone a decent periodic rest break, but even more so in those inclement temperatures, and particularly when you're talking about (older) people wearing construction equipment.
Canada's law:
"The Code provides at least one break every 5 consecutive hours of work, of a minimum duration of 30 minutes. Essentially, the break must be taken before the 5 hours are up (4.5 hours of work and 30-minute break)."
And, if you're working a 4 hour shift, you get a 15 minute break.
