Types of specifications in a Contract document

Hi all,
I cannot comprehend the following question. Can I say that a performance based specification and a design specification are the main types of specifications?Many thanks in advance.

Specification is part of Contract Documents which specifies the quality of materials and
setting out the standards of workmanships. Describe the two main types of specifications, by
giving examples of the methods of specifying.

@Loh Jane,
I'm inclined to say no. It looks like they are after something that describes workmanship and materials. Neither would be a guarantee of performance.
