Hi Peace and Love --- I can see your reasoning, but no, not Bob Dylan.
The only reason I know, is coz I found a book in the library this morning, "Rolling Stone - The complete Covers". It shows all the covers from first issue, from Nov 1967 thru 1997. There are articles and comments included as well. A worthy history of rock and roll history.
As to the question, It's a Brit., pictured in a film acting role.

Mikey, you know your rock and roll brother. P & L chose a great song there.
