Sometime the legislation and guidelines provide numeric estimates for some parameters. These values are often derived as averages, min and max, from a large number of heterogeneous studies/sampling/methods. When do the uncertainty using such number should I take its range as confidence interval (of the mean) or as 95% probability range (as variability measure of parameter iun the population). Thank you!
