So does that make them less criminal? That's like saying drug dealers have a right to sell crack to poor kids and poor adults because by doing do, these dealers bring a little joy into otherwise "joyless" lives.

No it does not but it could make them more vulnerable.

I think that the picture should be view in more detail kinda like how the crime rate dropped after making sentences longer. Sure we have less crime because they are not let out sooner to offend more frequent but a question that I would ask is "do we have a growing population of criminals meaning do we now have more criminals than before even though we are locking them up longer?
