Why the Dursleys instead of Sirius Black?

Why did Dumbledore decide to put Harry with the Dursleys, when at the time his godfather Sirius was available for this. Hagrid went to pick up Harry from the wreckage of the house (book one) and saw Sirius there. Sirius was understandably distraught at the loss of his friend, and Hagrid comforted him (book three), and Hagrid says he was probably the last person to see him before he killed all those people (I know he didn't but at the time Hagrid thought he did). So my question is, why would Dumbledore have sent Hagrid to pick him up and bring him to the Dursleys BEFORE Sirius had done anything wrong?

At a guess, I'd say that being muggles, they were a lower profile, better hiding place.
