I believe members of the President's cabinet must be confirmed by the Senate while other presidential appointees who may be more powerful do not have to pass senate muster.

Why? On what basis?

Arguably White House Chief of Staff. Arguably the "czars" that have been appointed at some points, such as energy car and auto czar.

The constitution is for certain principles and rules as a result of that Government of the State is organized and Constitution conjointly builds the relation between Government and the public.
