It says you can also connect with a Facebook account. If you have one, try that.

I tried completing the fields on the Skype form and, without completing the process, it accepted the typing.

Is there an error message that is being presented when you finish the form and process?

Perhaps it is telling you the email address is already in use by someone else?

Ah, I bet it is telling you that you already have an account using that name and or email combination.

No error message. Just created a hotmail account specially for Skype.

So create a similarly fake account for Facebook and use that to login to Skype.

I never face this problem in my windows xp. Me too using sp3. I think your setup is corrupted or some file is missing...
