1. What is the probability that one taxpayer in 299 homes value appreciates while the other 298 depreciate?
2. What is the probability in the second year the one taxpayer's property appreciates (other 298 depreciates), given that the year before this same taxpayer's property appreciated and all 298 others depreciated?
