If the United Nations is a conference union.
It may have all and any states or countries that exist as members, with no consideration of individuals within those countries.
Or, it may have all any any states as members, with those states providing citizens rights and duties that may be quite different in a tyranny to those in a democracy.
Or thirdly, it may expect member states to institute rights ands duties of one single Universal kind - in which case those states that do not coform, cannot be members of the United Nations.
Fourthly: there may be a separate United Nations of Democracies, that excludes non-democracies.
Where are we now. In confusion?
