fill 3/4 of a cup with salt & add tap water (filled to the brim) &
leave it at room temperature for a few days.
will the salt water spill out?
is it supposed to spill out?

If the water was put in after the salt, then nothing should occur at all. Once the water is saturated, the salt won't dissolve at all, leaving the level the same it should be.
