Why is this groundbreaking? Carter has, for decades, worked on missions of peace. It's only common decency to send condolences when someone dies and wish people the best in the future. He's extending an olive branch not bringing on a war that no-one can afford.

@Ceili,
At times when you can't think of anything intelligent to say or do, there is always the option of keeping your mouth shut. Carter does not seem to be aware of that....
