I laugh in the face of danger, I drop ice cubes down the vest of fear.

It is a quote by Edmund Blackadder. What does he meant by "I drop ice cubes down the vest of fear"? And what is "vest of fear"?

This Blackadder nonsense is (allegedly) comedy. It's just hyperbole, a ridiculous statement intended to be humorous. There is no stock experession in English, "the vest of fear."
