I may be wrong, but I think that's a reference to Robert Walpole, the man who was, to all intents and purposes, Britain's first prime minister during the reign of George I. George stayed in Germany, and Walpole's term in office was very corrupt and riddled with nepotism, hence 'Bob's Your Uncle.'

Or it's something from the Simpsons.
