At what speed would a jogger run at if he completes 20km in 2 hours (kilometres per hour)?

You really can't answer that? Are you serious? If you really don't know how to get the answer then you need to tell your teacher and get remedial help... fast. If you are just being lazy then you deserve to get an F on that assignment.

hence,

Rate = Distance divided by time

There is no way to answer that question. He might run faster, or slower, or he might consider he has run far enough and refuse to run any more.

Given the information supplied in it, the question can only sensibly be asking for his average speed. The arithmetic required is so laughably simple that I am really amazed that anyone would seriously ask it on here.

I was talking about the grammar. "At what speed would a jogger run....", that's a future conditional.
"At what speed did a jogger run" is what the questioner meant to ask, presumably.

That's why it's impossible to answer. We've no way of knowing what speed he would run at.
