How does the "Chat" facility on this site work??

Can anyone tell me if/how the "Chat" facility works on here? I have tried a couple of times to use it, but anything I type just displays for a few seconds and then disappears!
Any advice/information welcome!

@MirandaB,

chat is generally for times when the site is undergoing maintenance.

it doesn't work properly with internet explorer.
try using chrome or safari...
