what does the sentence "I said as much" mean? does it mean that "I have already said that"?

It does not exatly mean "I have already said that". It means "I declared the state of affairs or set of facts that I just described."

E.g.

We were talking about Joe. He is an alcoholic and a thief, and I said as much. (I said he is an alcoholic and a thief)
