Steve Jobs conceived of his engineers as artists. He had exhorted them with the mantra "Great artists ship."

What does the "Great artist ship" mean here?

Could he have said, great artisanship? People with great talent or skill?

I think he meant that talented engineers (who he considered the "great artists") are the ones who get their product ready for shipping and distribution the fastest.

To begin with, that was a misquote of Jobs.

It was "Real artists ship".
