But, true to form as the land where second acts are possible, California seems finally to have reached the tipping point and is coming back.

"Form" can mean "previous record" - in horseracing a horse's form is its performance in previous races, and in UK criminal/police informal slang, a person with a criminal record is said to "have form". True to form therefore means "in accordance with past behaviour or performance"
