Trouble ahead for my kitchen counter - growing from seed

This brings up some questions - I've known or thought I have that garlic in the market has been treated not to produce. I have grown garlic from non treated sets I bought the first time at a Farm Store. I'm not quite clear from the article re the possibility of production from treated, um, bulbs.
