Just when we thought we were safe !!!
Actually, that's an observer from a few million years ago (it takes the light a while to get here). I'm sure he got bored with us and is looking elsewhere by now.
The cartoon was an updating of Kilroy Was Here", something Americans planted all over foreign shores when they had been there during WWII.

It's called creatuve editing. The picture she posted is from her personal website. It is a cropped photo from the NASA site she linked in the post. What the photo actually is showing is one of the unusual solar flares that have occurred this month.
My guess is that it is intended to focus the eye on the spot on the lense that to Chaiyah's "trained" eye might look like one of those UFOs or planets that are supposed to be floating around Earth.
