Although many citizens enjoy spacious and well-kept state parks, some fiscally conservative State Representatives are quick to point out that state parks cost far more to maintain than other state land does.
I am not familiar with this 'spacious and well-kept state parks' ....what are these ?
could you please give an example for this ?

Many States in the US have a park 'system.' These are land areas set aside for the recreational enjoyment of the public. There are also Federal Parks. In this context, 'system' means 'group or collection.'
well-kept means that they are clean and taken care of by the State, as far as cleanliness.
But see they said ...point out that state parks cost far more to maintain than other state land does.
maintaining a park with trails , boat launching sites , washrooms and other
" amenities " is more costly than just land ; that is , a forest or a meadow - which require little or no maintenance .
