black bugs with red undersides

my garden has been taken over by these black bugs,they also fly,the young are red,the adults are black to dark gray with red under sides. i never had a problem until they spreasd from my neighbors old wood fence where i first noticed them. the neighbor has moved and i have the bugs. i called the extension and no help,attendent said it may be a gedera bug,but couldnt help me any further. what kind of insecticide should i use.

jjust google the description and see what shows up.
could it be the japanese beetle?
there is a ton of garden pest web sites.
have you tried just washing things down with fels naptha solution?

Are they doing damage? Are you sure they are harmful? Most insecticides do more damage than the insects you are looking to kill. What part of the country are you in?
