ban on chinese phones in india

i have heard that the indian government has banned from using chinese phones in india due to IMEI issues.the thing is, i bought a chinese phone from ebay and it belongs to CECT company.so,is it illegal to use this handset??and i have known about this refreshing IMEI number supported by service providers.plz help me out for any good possible solutions.thanks
