You know, those same Germans in the West and in the East. And then, as retaliation, Russians create a separate state carved out of eastern (don't say central) Germany, and create an obedient race of Germans there, taking most of the capital Berlin.
Population around 1980 - West Germany 60 million, East Germany 17 million.
With decades, the differences in mentality and level of development became such that it's still difficult to truly unite the two countries.
East Germany has become so empty that Poles buy apartments there cheaply near the border.
Stasi and everyone spying on everyone. You can do all that just by orders from the top, and people obey like sheep.
